The Development of Transformational Leadership Components to Enhance Collaborative Network Innovation Between Schools and Communities of School Administrators under Primary Educational Service Area Offices in the Northeastern Region

Abstract
This research aimed to develop the components of transformational leadership to
strengthen school-community collaborative network innovation among school administrators
under the Primary Educational Service Area Offices in the Northeastern region. The study was
conducted in two phases. Phase 1 involved developing the components through a review of
related literature and documents, followed by Exploratory Factor Analysis (EFA) using the
Image Factor Analysis method, with a sample of 450 school administrators. Phase 2 involved
assessing priority needs using the Modified Priority Needs Index (PNI modified), with a sample of
385 administrators obtained through multi-stage random sampling. The research instrument
was a five-point rating scale questionnaire, with an Index of Item-Objective Congruence (IOC)
ranging from 0.60 to 1.00 and reliability coefficients of 0.978 and 0.878, respectively. Dat a
were analyzed by mean, standard deviation, EFA, and PNI modified The results revealed that: 1) Factor analysis yielded components with eigenvalues
greater than 1.00, comprising a total of 41 variables, which accounted for 81.439% of the
cumulative variance. Factor loadings ranged from .502 to .934, distributed as follow s:
Component 1 (8 variables), Component 2 (8 variables), Component 3 (6 variables),
Component 4 (6 variables), Component 5 (7 variables), and Component 6 (6 variables). 2) The
priority needs assessment, ranked by PNI modified values, identified the followi ng order of
importance: inspiration for collaboration (0.211), shared vision driving the network (0.193),
empowerment of network members (0.192), mutual learning exchange (0.185), leader
ideology and ethics (0.182), and values leading change (0.170).
