An Educational Administration Model based on the Upskill and Reskill Concept of Municipal Schools

Abstract
This research aimed to develop and evaluate a school administration model based on the Upskill and Reskill concept for municipal schools. A Mixed Methods Research design was utilized, organized into two phases. Phase 1 involved the development of the model through systematic drafting and verification via Focus Group discussion conducted with nine purposively selected experts. Phase 2 comprised a comprehensive evaluation of the developed model by 23 specialists, selected through Purposive Sampling. The research instruments consisted of focus group recording forms and a two-level rating scale evaluation form, all of which were subjected to content validity verification by five experts, yielding an Index of Item-Objective Congruence (IOC) ranging from 0.60 to 1.00. Data were analyzed using frequency counts, percentages, Content Analysis, and Chi-Square Test.The research findings revealed that: 1) The school administration model based on the Upskill and Reskill concept for municipal schools comprised four integral components: 1) the principles of the model 2) the objectives of the model 3) the organizational elements of the model and 4) the administrative management process of the model. The administrative management process was governed by a Dynamic Interdependent system, encompassing five dimensions: (1) Mutual Dependence, (2) Dynamic Characteristics, (3) Synergistic Support, (4) Flexibility and Adaptability, and (5) Feedback Loops. 2) The evaluation of the school administration model based on the Upskill and Reskill concept for municipal schools confirmed statistical significance at the .01 level across all four evaluative dimensions: accuracy (χ² = 363.75**), appropriateness (χ² = 351.82**), feasibility (χ² = 292.47**), and utility (χ² = 317.24**), affirming that the model was accurate, appropriate, feasible, and beneficial for municipal schools.
