Developing a Guideline of Academic Administration by Using the Deming Cycle Concept of Deaf School under the Special Education Bureau

Abstract
The research purposes were: 1) to investigate the existing situation, desirable situation, and the needs to develop academic administration by using the Deming cycle concept of the deaf school; and 2) to develop guidelines of academic administration by using the Deming cycle concept of the deaf school. The research methodology was mixed methods research which divided into 2 phases: Phase 1 was investigating the existing situation, desirable situation, and the needs to develop academic administration by using the Deming cycle concept of the deaf school. The samples were 290 school administrators and teachers in deaf schools under the Special Education Bureau and randomized by stratified random sampling technique according to the school sizes. Phase 2 was developing guidelines of academic administration by using the Deming cycle concept of the deaf school. The informants were 3 outstanding administrators in academic administration, and 5 experts to evaluate the propriety and feasibility of guidelines. The research instruments were 5-rating scales questionnaire which reliability of existing situations’ part was 0.96, and desirable situations’ part was 0.98, interview form, and guidelines evaluation form. Data were analyzed by using mean, standard deviation, and modified priority needs index.
The research results were as follows: 1)The existing situation of academic administration by using the Deming cycle concept of the deaf school, overall was at a moderate level, while the desirable situation was at the highest level. The needs to develop academic administration by using the Deming cycle concept were ranked from high to low, educational supervision, school curriculum development, development of the learning process, development of media innovation and technology for education, research to improve the quality of education, and measurement, evaluation, and transfer of academic results, respectively. 2)Guidelines of academic administration by using the Deming cycle concept of the deaf school under the Special Education Bureau as a whole were 1) Plan: administrators and teachers meeting together to collaborate in analyzing and creating the goals of academic administration; 2) Do: be clearly determine functions and responsibilities of practitioners, stimulate and support teachers to be practice with fully competence, and continuously monitoring; 3) Check: be ready of data collection instruments with high reliability and operating data analysis; and 4) Act: school administrators and teachers were applying the analysis results to solve the weakness points and be use as information to make changes the operational plan. The results of the evaluation of the guidelines were at the highest level of propriety and feasibility.
