Guidelines for Promoting Teamwork Skills among Educational Personnel under the Office of the Basic Education Commission

Abstract
The purposes of this research were to: 1) examine the teamwork conditions of educational personnel under the Office of the Basic Education Commission, Ministry of Education; and 2) propose guidelines for promoting teamwork skills among educational personnel under the Office of the Basic Education Commission, Ministry of Education. The sample consisted of 300 educational personnel and 10 administrators or personnel with extensive teamwork experience, selected through purposive sampling from directors of divisions or equivalent positions in each bureau. The research instruments included a five-point rating scale questionnaire comprising four dimensions with 10 items for each dimension and a semi-structured interview form. Data were analyzed using descriptive statistics, including the mean and standard deviation, while qualitative data were analyzed through content analysis. The findings revealed that: 1) the overall teamwork conditions of educational personnel were at a high level (x̅ = 4.03, SD = 0.72). Among the four dimensions, Team Goals and Structure had the highest mean score (x̅ = 4.09, SD = 0.73), followed by Communication and Coordination (x̅ = 4.05, SD = 0.67), Participation and Leadership (x̅ = 4.02, SD = 0.73), and Relationships and Human Relations within the Team (x̅ = 3.96, SD = 0.75), respectively. 2) The proposed guidelines for promoting teamwork skills include strengthening continuous communication and coordination, encouraging personnel participation in expressing opinions and making collaborative decisions, enhancing leadership, fostering a collaborative and trust-based working environment, and developing a systematic team management approach to improve work efficiency and enhance the quality of educational management.
