Educational Investment Factors Affecting the Improvement of the English Language Ability Among Primary Students in Schools under the Office of the Basic Education Commission

Abstract
This research aimed to investigate the factors influencing the educational investment effecting to the improvement of English language ability among primary students in schools under the Office of the Basic Education Commission. The sample consisted of school directors, deputy directors for academic affairs, and English teachers from schools that met the selection criteria. The sample size was determined using the G*Power software at a 95% confidence interval. Purposive sampling was employed, resulting in a total of 60 schools from six regions nationwide. Five participants drawn from each school, yielding a total sample of 300 participants. The research instrument was a five-point rating scale questionnaire. The instrument demonstrated a content validity index of 0.80, discrimination indices ranging from 0.486 to 0.955, and a reliability coefficient of 0.889. Data were analyzed by mean, standard deviation, and multiple regression analysis. The findings revealed that nine educational investment factors collectively accounted for 90 percent of the variance in the average O-NET English scores indicating English language ability of Grade 6 students during the academic years 2020 to 2023. The factors influencing English language ability, ranked from the greatest to the least impact, were as follows: (1) teaching and learning processes (22.5%), (2) curriculum management (18.2%), (3) assessment and evaluation (17.7%), (4) learning materials, equipment, and facilities (16.6%), (5) teacher professional development (15.5%), (6) curriculum and (7) teachers, each exerting an equal influence (14.9%), (8) supervision and curriculum monitoring (11.2%), and (9) learning resources (9.6%).
