Developing Internal Education Quality Assurance Systems for the Faculty of Education, Mahasarakham University

Abstract

Intrenal education quality assurance instrument for providing education to have quality and generate confidence that all graduates will have desirable characteristics according the social needs. The 2 major purposes of this study were : (1) to examine current conditions of internal education quality assurance for the faculty of education, Maha Sarakham University, and (2) to develop internal education quality assurance systems for the Faculty of Education, Maha Sarakham University. The research method use was the process of mixes methods by using the exploratory research and research and development for examining current conditions of internal education quality assurance of the Faculty of Education, Maha Sarakham University. Data were collected from documentary study using an open- ended questionnaire. For developing internal education quality assurance systems, the data were collected by studying documents and related literature. A questionnaire was constructed for opinions of 13 experts. The experts' opinion were summarized for congruence to construct internal education quality assurance systems for the Faculty of Education, Maha Sarakham University. 'The statistics used for analyzing the collected data were mean and standard deviation.

The results of the study were as follows :1. Before this development of the internal education quality assurance systems, the Faculty of Education, Maha Sarakham University did not have good systems as it should have been because there were frequent changes of responsible officials.

2. The development internal education quality assurance systems for the Faculty of Education, Maha Sarakham University consisted of these 3 aspects : input with 6 standrads comprising learning and teaching, research, academic serrices to the society, maintenance of art and culture, administration and management, and finance and budget with totally 18 indicators ; process with g standrads comprising philosophy, resolution, purposes and plans, learning and teaching, student development activities, research, academic services to the society, maintenance of art and culture, administra- tion and management, finance and budget, and quality assurance systems and mechanisms with totally 26 indicators ; and product with :8 standrads comprising philosophy, resolution, purposes and plans, learning and teaching, student development activities, research, academic services to the society, maintenance of art and culture, administration and management, and quality assurance systems and mechanisms with totally 19 indicators, with a grand total of 23 standrads and 63 indicators. The mechanisms for operating internal quality assurance national level policy, prescription of responsible agencies and personnel including Quality Research and Assurance Division and prescription of activities for quality assurance every year.

For the results of evaluating feasibility of implementing the systems in practice in internal education quality assurance of the Faculty of Education, Maha Sarakham University by 5 experts, it was found that all the 3 aspects of input, process and product had feasibilities of implementing the systems in practices at a high level with to be eqqual to 4.50 ; to be equal to 4.34 ; to be equal to 4.23 respectively.

In conclusion, the results of this study could provide internal education quality assurance systems and mechanisms for the Faculty of Education, Maha Sarakham University, which were appropriate and feasible to implement in practice at a high level. Thus these systems should be implemented in development of the quality education quality of education of the Faculty of Education, Maha Sarakham University or other educational institutions in the future.
