PROPOSED POLICY FOR SYSTEMATIC EFFECTIVENESS IN WORK PERFORMANCE OF BASIC EDUCATION COMMITTEE: A CASE OF KALSIN PROVINCE

Abstract

The major purpose of this study was to find out policy recommendations for systematic effectiveness in operation of the Basic Education Committee: A case of Kalasin Province, and minor purposes were: to examine appropriateness and recommendations for improving factors, qualifications, selecting process, authorities, and roles of the Basic Education Committee; and to investigate problems and guidelines for solving them, quality of administration of schools in these areas, and to find out policy recommendations for systematic effectiveness in operation of the Basic Education Committee: A case of Kalasin Province. The study was divided in to 2 phases. Phase 1, developed a draft of policy recommendations from 2 questionnaires for the Basic Education Committee members, and school teachers. Phase 2, analyzed and checked the policy recommendations by meetings with qualified person. From the results of this study, the following policy recommendations were obtained: (1) The period of 4 years in position, but limited not more than 2 terms continue, should be changed to be unlimited term, because this position is non profit and would be beneficial for community. (2) To allow qualify foreigner to be consultants. (3) Each Basic Education Committee should determine clear schedules for meetings. (4) Provide Authority to
generate cooperation between the community and school as well as to evaluate school operating.
