A Proposed Policy to Develop Efficacy of Small Schools Integration Under Basic Education in the Northeast

Abstract
This study aimed to formulate, analyze and form a proposed policy to develop efficacy of small schools integration under basic education in the northeast focusing on both objectives and practices. The research study was treated under 2 phases: the first was forming a proposed policy raft draft through survey research institute and multiple case studies with a questionnaire as a tool for collecting data and also an interview for qualitative analysis. The second phase was a proposed policy analysis through depth interview under focus group of 7 experts as well as seminar discussion through 45 stakeholders as the population for a proper and possible proposed policy under data qualitative analysis. The research results were as follows: 1)The small schools integration management aims to improve criteria, school objectives and proper running periods under 5 practice ways, 2) The personnel management aims to improve roles of school administrators, teachers, teaching supporters and basic education committees congruence with the law under 9 practice ways, 3) The academic management aims to revise curriculum, learning process, regulations over evaluation and measurement, internal school supervision, media, innovation and educational technology, and library as well as learning resources in schools integration use efficiently under 13 practice ways, 4) The finance, materials and assets management aims to revise roles and develop a way of finance and materials management at pre-time before school integration announcement for being able to manage along with the regulation efficiently under 8 practice ways, 5) The general management aims to revise general affair administration, participation, cooperation, and student affair before the school integration announcement to have management efficiently under 10 practice ways, 6) The journey for school integration aims to revise criteria, setting conditions, and budget allocation as well as school roles to have management efficiently under 11 practice ways.
