Abstract

The purpose of this research was to construct the administration model ICT of primary educational service area office. The procedure of this research was divided into 4 stages:1) study of the problems and needs in the ICT of primary educational service area office.2) construct the administration model ICT of primary educational service area office.3) implement the administration model ICT of primary educational service area office. 4) evaluation the administration model ICT of primary educational service area office. The research tool was a questionnaires, depth interview forms, and guide’s use of the administration model ICT were used to gather data. The data were analyzed using percentages, means, standard deviations and content analysis.


The research findings were as follows: 1. The problems in the administration of ICT of primary educational service area office, overall was moderate. Considering of aspect was found that the average was the most valuable of organizing aspect, the next, the planning and leading aspect and an average minimum of controlling aspect. The needs’ administration of ICT of primary educational service area office, overall was the most. Considering of aspect was found that the average is the most valuable of organizing aspect, the next, the planning and leading aspect and an average minimum of controlling aspect.


2. The construction of the administration model ICT of primary educational service area office components: 1. Planning 2. Organizing 3. Leading and 4. Controlling which covered the missions of ICT of primary educational service area office consists of information and communication technology system, and information and communication technology and knowledge management services and support. They can be integrated as a sub-element into 22 elements and guide’s use of The administration model information and communication technology include: 1) Introduction 2) Objectives 3) Limitations of guide’s use to use 4 ) how to use guide’s use 5) evaluation criteria to forms 6) evaluation forms 7) the conditions’ success of the model 8) Reference 9) Appendix. The result of appropriate assessment of the guide’s use through the administration model ICT of primary educational service area office, overall was the most appropriate level.


3. The results implementing of the administration model ICT of primary educational service area office in real conditions that pre and post the experiment of implementing the administration model information and communication technology of primary educational service area office was found that preexperiment of implementing, the overall is fair and post-experiment of implementing, the overall is the most.


4. The evaluation of the administration model ICT of primary educational service area office found that assessment was appropriate of possible and useful, the overall was the most. Considering aspect was found that it was appropriate of possibility and useful in the most of each aspect. Evaluators were agreed of the administration model information and communication technology was beneficial to the educational service area office and it should be applied to fit the context of each the educational service area office and offered suggestions about how to prepare a master plan and structured or set for ICT to be clear. The organizations should set the knowledgeable and skillful educational personnel on ICT including hardware, software was adequate and modern. The educational administrators should set priority and benefits of using ICT through learning and teaching management seriously.
