The Development of a Personnel Administration Model as of the Good Governance Principles in the Educational Service Area Offices in the Bottom Part of Northeast

Abstract
The purposes of this research where to develop the personnel administration model as of the good governance principles in educational service area offices in the bottom part of Northeast, and to verify the goodness of fit of the model with the empirical data. This research was divided into two parts, namely the first part was to construct the personnel administration model in four aspects,1) namely manpower planning, 2) selection, and placement,3) personnel development, and 4) maintenance, as of the good governance in six principles, 1) namely legality, reliability of 0.99 The statistics of data analysis composed with the Index of Item Objective Congruence (IOC), Reliability (a), Mean (x̅), Standard Deviation (S.D.), Median, Range, Quartile Range, Interquartile Range, and the Confirmatory Factor Analysis Second Order. 2) virtue, 3) transparency, 4) accountability, 5) participation, and 6) worthiness, by using the Delphi technique; and the second part was to verify the goodness of fit of the model through the confirmable second-level factor analysis. The experts were 15 experienced administrators purposively selected; and the sample were 210 stakeholders in the educational service area offices in the bottom part of Northeast, derived through the multi-stage sampling technique. The main research findings were summarized as follows:- 1)The personnel administration model as of the good governance principles in educational service area offices in the bottom part of Northeast was performed at the highest level. 2)The personnel administration model as of the good governance principles in educational service area offices in the bottom part of Northeast had the goodness of fit with the empirical data, with Chi-square = 775.96; df = 713; p =0.051, more than 0.05, regarded therefore as the suitable model and having the goodness of fit with the empirical data; RMSEA =0.02, approaching 0 (Zero), regarded as the good value; GFI=0.88; AGFI=0.78, regarded as the suitable value; and CFI=1.00, regarded as the good value.
