A Model of Good - Governance Administration of Small Schools Under the Office of Basic Educational Commission In the South - Esan Provinces

Abstract
This research aims to (1) establish the management stylefor education based on the principles of good governance in small-sizedschools, under the Office of the Basic Education Commission in provinces of the southern part of Northeast region, (2) to determine the effectiveness of management style in education administration according to principles of good governance in small-sizedschools, under the Office of the Basic Education Commission at the province in Southernpart of Northeast region. The action research is divided into five steps: (1) The documents and related research in the management of the mission of basic education and the principles of good governance, and study the administration of small-sizedschools under the Office of the Basic Education Commission at provincesinthe southernpart of Northeast region by interview the school administrators of small-sizedschools at provincesinthe southernpart of Northeast region. The data was integrated to define framework in the research. (2) The management pattern was established from studied data in step 1 as a guideline to set up a draft version of school administration according of to the principles of good governance in small-sizedschools at provincesinthe southernpart of Northeast region. (3) Determines the pattern of school administration according to the principles of good governance in small-sizedschools under the Office of Basic Education Commission at provincesinthe southernpart of Northeast region, with setting up of focus groups round 1 by educational administration experts and basic school administrators under the Office of Basic Education Commission at provincesinthe southernpart of Northeast region. (4) Monitor the performance of management pattern according to the principles of good governance in small-sizedschools under the Office of the Basic Education Commission at province in southern part of the Northeast region. (5) Monitor to confirm the pattern of educational administration according to the principles of good governance under the Office of Basic Education Commission at provinces in the southern part of Northeast region, with setting up a focus group round 2 by the basic educational administration experts on small-sizedschools under the Office of Basic Commission at provinces in the southern part of Northeast region. The research results were found as follows:
1. The patterns of school administration by principles of good governance in small-sized schools under the Office of Basic Education Commission at provinces in the southern part of Northeast region are as follows:
1.1 Academic administration by using the principles of good governance as follows: (1) The rule of law consists of establishing a plan to improve the quality of education, annual action plan, preparation of regulations and the academic performance of schools, and preparation of manuals and guidelines on educational evaluation. (2) The rule of virtue consists of activities that promote moral ethics and ethics to the learners and embedded in all groups learning and all levels of education. (3) Transparency includes school board, teachers, and parents participate in educational management and joint projects /activities to clearly promote student academic aspect, performing of academic performance standard. (4) Participation includes the participation of school board in the
planning, implementation, and evaluation of school management. All stakeholders involved in the performing of the internal quality assurance system continuously. (5) Accountability include of activities that promote learning and taking into account the benefit to the learner. Teachers and those involved with cognition and education management according to the core curriculum of the Basic Education Act 2551. (6) Cost effectiveness consists of bringing the philosophy of sufficiency economyto use in educational administration and activities for student, arrangement of learning activities in consistent way of life in the community, and utilization of local knowledge or local lecturers to participate in the teaching and learning process.
1.2 The Budget Management by using the principles of good governance as follows: (1) The rule of law includes the preparation of annual operating plan, budget spending plan according to 4 missions. (2) Ethics consists of budget allocations on 4 missions by taking into account the benefits to the development of learners, the purchasing and hiring in form of commission, awareness for staff in schools to practice without corruption, creation of culture in school working. (3) Transparency includes determining of structured budget management system, budget responsibility, and operation of a committeeclearly and openly. (4) Participation consists of those who haveinvolved to participate in planning of budget spending, control system, taking care and systematically management of the assets. (5) Responsibilities include delegating the responsibility for budget management, set up scope and mission clearly, assign those who take responsibility to study regulations and generalpractice of budget management. (6) Cost effectiveness consists of the preparation of a budget plan focuses on works procurement, supplies or equipment hiring, taking into account the worthiness and maximum benefit.
1.3 The human resource management by using the principles of good governance as follows: (1) The rule of law includes the structuring of personnel management, delegation of tasks and the scope of workloadclearly, personnel encouragement and supporting in educational development to get higher academic standing (2) Ethics consists of personnel assignment by ability, aptitude, and experience. Evaluate the personnel performance in form of commission and the taking evaluation results into consideration fairly. (3) Transparency contains certain rules and guidelines for remuneration and open opportunity for all parties to check. Disclose the results of operations to evaluate performance. (4) Participation includes an opportunity for the stakeholders involved toevaluatethe personnel management of educational institutions, evaluation of satisfaction in the performance of administrators by stakeholders. (5) Accountability includes reporting the performance of work / projects / activities that responsibility upon completion of operations. All personnel are responsible for reporting the performance at the end of the educational year. (6) Cost effectiveness consist of performance analysis of the work / project / activity for the planning process of the schools in the next academic year, report of the results from seminar attendees or field study.
1.4 General Management by using the principles of good governance as follows: (1) The rule of law include administrative structure to meets all four educational administration tasks and assign responsibility for each task, provide instruction in the administration of education and comply with the scope and workload clearly. (2) The rule of virtue consist in tracking the students of compulsory school age to provide educational services to all students, provide activities that promote the development of a variety of learners and age-appropriate activities to the development and age of the learner. (3) Transparency report contains correct information on student census, various educational information reporting to the relevant parties, information is accurate and current, the vision, mission, goals in education management, development plan for educational quality, annual operating plan,management policies of educational institutions related to related parties. (4) Participation includes the school board involvement in management of educational institutions, activities of the institutions with the cooperation of the school board, parents, community organizations, private organizations, local governments and other agencies, coordination with educational network to promote the educational management.(5) Accountability includes collaboration and supporting of various educational network and education area regularly. (6) Cost effectiveness includes the development of documentation by reducing the process and the utilize technology used in the administration, development ofinformation system and networkingto take advantage of learning materials and buildings tomaximum benefits.
2. The monitoring on effectiveness of management style on education according to the principles of good governance in small-sizedschools under the Office of the Basic Education Commission at provinces of south part in the Northeast region as a whole are at the high level.
