A model of effectiveness participatory of academy administrative school board for Small-Sized Basic Education Schools

Abstract
The purpose of this research was to develop participatory for the small, basic education in the academy administrative work for the small, basic education. The research process was divided into 4 Phases. Phase 1: the investigation of the current problems, and needs in administering by using of effectiveness participatory of academy administrative school board for the small, basic education was carried out through the interview of school administrators from 3 schools, that is, heads of academic section, academic teachers and school committee. Phase 2: the construction of a model effectiveness participatory of academy administrative school board for the small, basic education was done by synthesis of related document and research reports and conclusion of core parts from interview, focus group meeting, and observation of 3 target schools as selected in Phase 1 and the construction of the constructed model manual of which a model of effectiveness participatory of academy administrative school board suitability by 20 experts. Phase 3: the evaluation of a model of effectiveness participatory of academy administrative school board for Small-Size Basic Education Schools by 19 experts. and Phase 4: a presentation of the result of a model of effectiveness participatory of academy administrative school board for the small, basic education to a 30-participant seminar.
The research results are as followed.
1. The result of study for problems current and needs was found the most board of the basic education has participation a high level, by the most problem part is the planning work for the academy, the needs for participation were found the board need to have participate the work part of course and the developing for permit teaching and learning, part of organization teaching and learning, the planning work for the academy and measurement and evaluation. 2. The result from format creating was found the format have 2 elements such as the mechanisms of action and methods for procedures include (1) part of the planning academic work, by focus on creating knowledge with parents community in order to importance of organization for study and participate team work for check and value assessment of the academic work of school. (2) part of course and develop studying-teaching by focus participate to organize atmosphere, update premises and develop environment both inside premises and outside school and participate problem reflection (3) part of organize learning and studying by focus resources and organize atmosphere for academic work both inside premises and outside school in order to organize learning of learner with some methods and (4) part of grading and evaluation by focus participate to permit materials, equipment in grading and evaluation of result studying, and participate to permit in grading and evaluation of result learning by focus on assessment by actual conditions, part of mechanism of action include (1) mechanism for control by the board control, operations of school in order to follow the law, command and ministry of education and (2) mechanism for permit by the board permit in order to school in the academic administrative work both part of study resources and cooperation for every part. 3. The assessment result to formulate for participation of the basic school board in the academic administration for it has effective work for the small school belong to office the basic school board was found The assessment result that it has suitability, possibility and advantage in the highest level include principles, objective, operational mechanism, operational procedures, evaluation, and the achievement conditions by the basic school have participation for control and permit in order to school to administrative work part of academic about (1) part of academic planning (2) part of curriculum and develop teaching and learning (3) part of organization for teaching, and (4) part of grading and evaluation, sum-mary, this format was admittedly and it can be applied for the small, basic school belong to office the basic school board 4. the presentation result of formulate for participation of the basic school board in the academic administration for it has effective work for the small school belong to office the basic school board was found to have suitability, possibility, benefits in the highest level for every part.
