The Good Governance Model for School Administrator’s Performance: A Case study of Suwannaphumpittayapaisan School in Suwannaphum District, Roi – Et Province

Abstract
Participation by the administrators and teachers in developing the model of good governance principle for school management, was to develop the participation process of medium level administrators, the chief of Learning Substance, and the teachers of Learning Substance by developing the god governance principle to be used concretely and congruently with context of Suwannaphumpittayapaisan School for better work development than the present one as well as human development, work development, and organizational development appropriately and continuously. This research was Research and Development aimed to: 1) study the problem situation, 2) develop the model for using the good governance principle, and 3) evaluate the model for school administrators to use good governance principle in their work practice. The research area included the Suwannaphumpittayapaisan School, Suwannaphum District, Roi-et Province. The research team consisted of the school director, 5 assistant school directors, 8 chiefs of Learning Substance by volunteer, and 132 teachers. There were 2 kinds of instruments: 1) the instrument using for work development including the handbook in implementation for participation in using the good governance principle by school administrators, and the indicators of success in implementation for participation in the good governance principle by school administrators, and 2) the instruments using for data collection including: (1) the Interview Form, (2) the Action Record, (3) the Evaluation Form of Indicator for Success of the Model using the Good Governance Principle, (4) the Questionnaire of Satisfaction on using the Good Governance Principle, and (5) the Knowledge Test of Good Governance Principle.
The research findings found That:
1. The problem situation of good governance in work practice for school administrators of Suwanpoom-Pittaya-Paisan School, Suwanpoom District, Roi-ed Province, could be classified as follows: 1) The Legal Principle, 2) The Virtue Principle, 3) The Accountability Principle, 4) The Participatory Principle, 5) The Responsibility Principle, and 6) The Worthwhile Principle. There was ready situation for work practice. But, there were no sufficient administration and management as well as systematic pattern. As a result, sometimes the school administrators’ work practices were not recognizedand sufficient for administration and management as it should be. 2. The model for using the good governance in work practice of school administrators evaluated by experts, obtained the possibility, accuracy, propriety, and usefulness in “The Highest” level in 2 parts of major factors: 6 steps of Participatory Research including: the study of problem situation and determination of issues for development, team building and potential development of team work, participatory planning, implementation according to plan as well as improvement and development, evaluation and conclusions as well as sharing, and implementation of learning activity implementation for 21 sub-activities. 3. When it was tried out, found that the chiefs of Learning Substance obtained better knowledge in good governance, and the teachers had satisfaction on school administrators’ implementation based on good governance in “High” level. Besides, the school director, the assistant school directors, and the chiefs of Learning Substance evaluated the indicator of success in developing the usage of good governance principle, was in “Good” level.
