Abstract
This study aimed 1) to study elements of instructional administrative management system applied according to flipped class room instructional 2) to study current and desired situations of instructional system of small primary schools Under the Office of Chaiyaphum Primary Educational Service Area 2 3) investigate methods to develop instructional administrative management system applied according to flipped class room instructional for small primary schools 4) to develop the instructional administrative management system applied according to flipped class room instructional for small primary schools 5) to study the findings of development instructional administrative management system applied according to flipped class room instructional for small primary school. The research divided into 5 phases, the first phase was studying elements of instructional administrative management system applied according to flipped class room instructional and assessing the suitability of elements through 5 luminaries, the second phase was studying the current and desired situations of instructional system of small primary schools under the Office of Chaiyaphum Primary Educational Service Area 2 used questionnaires to colleted data from 234 samples under 60 schools, the third phase was studying methods to develop instructional administrative management system applied according to flipped class room instructional for small primary schools used interview form to interview key performance were 6 administrators and teachers from 2 pilot schools, the fourth phase was developing a system and assessing the suitability and possibility of sysmtem through 5 luminaries, the fifth phase was studying the feedback of useing the system by focus group, system assessment and questionnaire, collected data from administrator teachers and basic education board of sample school. Descriptive statistics used in this research were basic statistics and modified priority needs index. The result were found: 1) The elements of instructional administrative management system applied according to flipped class room instructional were 4 elements and 24 sub-elements with the suitability of elements overall were at high level. 2) small primary schools under the office of Chaiyaphum primary of educational service area 2 have the current situation of instructional administrative management system applied according to flipped class room instructional overall were at moderate level and the desired situation overall were at high level. 3) Methods to develop instructional administrative management system applied according to flipped class room instructional for small primary schools were team work, participation, training, internal supervision, counseling, decentralization and Deming’s cycle PDCA. 4) Developed the instructional administrative management system applied according to flipped class room instructional for small primary schools included 4 elements 24 sub-elements and the result of system suitability assessed overall were at highest level and system possibility assessed were overall at high level. 5) The result after used instructional administrative management system applied according to flipped class room instructional for small primary schools, the system suitability and usefulness assessed overall were at highest levels and the result of system satisfaction were at highest level.
