The Needs of Budget Management of schools Under Loei Primary Education Service Area Office

Abstract
The purposes of this research were 1) study the actual state and the expected state in the budget administration of schools, 2) to study prioritizing the needs of budget management of schools, and 3) to find guidelines for budget management of schools under Loei primary education service area office. The sample of this study were 201 school administrators under Loei primary education service area office selected by Stratified random sampling. The research tool was a 5-level-rating scales questionnaire. The reliability of the actual and expected state were 0.98 and 0.98. The data were analyzed to find frequency, percentage, mean, standard deviation and Priority needs Index. The results of this research were as follows: 1) The actual state in budget management of schools was at the high level and the expected state in budget management of schools at the highest level. 2) The needs of budget management of schools under Loei primary education service area office in order were as follows: the first needs were creating and request for budget, the second needs were resources mobilization and investment for education, and the third needs were supply and assets management. 3) The guidelines for budget management of schools under Loei primary education service area office have 7 ways. The way that has the most need is creating and request for budget should have making a clear time frame. The budget allocation should be allocated in time to use the budget follow the needs of schools. The resources mobilization and investment for education should mobilize resources from all sectors. In financial, accounting, supply and assets management, there should be arrangement training for teachers continuously. Relevant person should be involved in operation, checking, monitoring and evaluation for increase efficiency.
