Situations, Needs and Developmental Guidelines for the Educational Resources Mobilization of Schools in the New Normal Era under Mukdahan Primary Educational Service Area Office

Abstract
The purposes of this research were (1) to examine the current and desirable situations, (2) to assess the needs, and (3) to develop the guidelines of educational resources mobilization of schools. The samples consisted of 313 school administrators and teachers followed the percentage criteria in the sample size specification, and they were selected by Simple Random Sampling. There were 4 instruments used in this research: (1) a five-rating scale questionnaire on the current situations with the Index of Item Congruence (IC) between 0.60-1.00, the discrimination between .47-.85, and the reliability of .98; (2) a five-rating scale questionnaire on the desirable situations with the Index of Item Congruence (IC) between 0.60-1.00, the discrimination between .58-.89, and the reliability of .98; (3) a structured-interview form with the Index of Item Congruence (IC) between 0.60-1.00; and (4) a suitability and possibility assessment form of strategies of educational resources mobilization with the Index of Item Congruence (IC) of 1.00. The statistics used were percentage, mean, standard deviation, and the index modified Priority Needs Index.
The results revealed that (1) the overall current situations of educational resources mobilization were at the high level, and the overall desirable situations of educational resources mobilization were at the highest level. (2) The essential need to mobilize educational resources In order of the hig–hest to the lowest, the highest value is the budget, followed by materials, equipment, buildings and learning resources, and the lowest value is personnel and participation. (3) The guidelines for the development of educational resources mobilization. The results of development guideline assessment revealed in overall the suitability were at the highest level and the possibility at the high level.
