Preface

     It is a distinct honor to address our readers for the first time in my capacity as the newly appointed Editor-in-Chief of the Rajapark International Journal. My name is Mr. Jeerawat Linakanit, and I assume this role with a profound sense of responsibility toward our scholarly and professional community. I am deeply mindful of the journal’s legacy and remain committed to ensuring that it continues to serve as a rigorous and credible platform for advancing knowledge in governance, public policy, and the evolving challenges confronting the public sector.

     We are currently navigating an era of heightened global turbulence. The contemporary geopolitical landscape is characterized by multifaceted and protracted conflicts. Within this volatile context, the stability and adaptive capacity of the state are increasingly linked to the literacy of its population. Societies that are equipped to critically navigate complex information environments and rapidly transforming economic systems are inherently more resilient to hybrid threats and systemic disruptions. Consequently, contemporary public administration must place greater emphasis on policies and institutional arrangements that empower citizens to remain self-reliant, productive, and socially engaged amid ongoing global transformations.

     In response to these pressing concerns, this issue features several timely and thought-provoking contributions. In particular, the article entitled “Bridging the Skills–Application Gap: A Review of New Business Course Reconstruction in Quanzhou’s Applied Universities” offers valuable insights into the urgent need to redesign academic curricula in alignment with the demands of the digital economy. By examining the integration of digital technology competencies into higher education syllabi, the study presents a practical and policy-relevant framework for equipping individuals with marketable skills and enhancing their capacity to sustain livelihoods in an increasingly digital-first economic environment.

    Complementing this contribution, the issue also includes articles that advance educational literacy and governance from cross-cultural and interdisciplinary perspectives. These include “A Tripartite Game Theoretic Model of the Governance of Music Education as a Discipline in Chinese Higher Education” and “Psychological Safety: Enhancing Intercultural Competencies in Multicultural Higher Education Classrooms,” both of which underscore the importance of psychological safety in fostering inclusive and effective learning environments. Additionally, the article on “The Attributes and Professional Ethics of Local Administrators in Maha Sarakham Province” provides important empirical evidence on how leadership ethics and transparency at the local level shape administrative effectiveness and public trust—an issue of enduring relevance to public administration practice.

     It is my sincere hope that the insights presented in this issue will broaden readers’ global perspectives and offer tangible value for both academic research and professional practice. Through this international knowledge-sharing platform, we reaffirm our collective commitment to nurturing wisdom that transcends theory and contributes meaningfully to real-world governance.
